    TLDR

    • UK FCA has opened its crypto authorization process ahead of the new regulatory regime starting Oct. 25, 2027.
    • Crypto firms must submit authorization applications by Feb. 28, 2027, to continue covered services in the UK.
    • The framework covers crypto trading, staking, custody, transactions, disclosures, market abuse and consumer protection.
    • Existing Money Laundering Regulations registration will not automatically convert into FCA authorization.
    • Eligible firms that apply during the window may continue operating while the FCA reviews their applications.

A new regulatory timetable has started for crypto companies serving UK customers. The UK FCA has opened its authorization process before digital asset rules take effect on Oct. 25, 2027. Firms seeking to continue covered services must apply by Feb. 28, 2027. The framework will bring trading, staking, custody, transactions, admissions, disclosures, market abuse, financial standards and consumer protection under wider FCA supervision.

UK FCA Starts New Authorization Window

The application process requires firms to show that their operations meet the regulator’s standards. The FCA will assess consumer protection measures, customer-asset safeguards, market integrity controls and financial resilience. Opening the gateway does not guarantee approval. Each applicant must provide enough evidence to show that its business can meet the regulatory requirements.

The UK is also testing blockchain-based financial services beyond crypto trading. On Sept. 24, UK banks tested tokenized deposits through interbank remortgage and payment trials. The work involved lenders and tested how digital bank deposits could support transactions while remaining bank liabilities. These projects sit separately from the FCA authorization process.

    Existing Registration Will Not Transfer

Crypto firms already registered under the Money Laundering Regulations must apply again if their activities fall under the new framework. Existing registration will not automatically become authorization. Emma Banymandhub, CEO of The Payments Association, urged companies to treat the process as a fresh application and prepare for the standards required under the new system.

Regulators in other markets are building clearer digital asset rules. In the United States, Federal Reserve stablecoin proposals published last week set out planned reserve, capital, custody and risk-management requirements for supervised payment stablecoin issuers. The proposals also outline an approval process for banks seeking to issue payment stablecoins.

    Transitional Rules Allow Continued Business

Firms that apply during the UK window may continue providing specified cryptoasset services while the FCA reviews their cases. They may accept new business if they meet the relevant transitional conditions. Separately, the CFTC updated crypto guidance on Sept. 24 covering tokenized permitted assets and blockchain-based recordkeeping for registered firms under rules.

The UK process gives firms a timetable to prepare applications, review controls and identify which services require FCA permission. Banymandhub said a proportionate authorization process would support consumer protection and market development, including for smaller companies. The regulator’s review will determine whether each applicant can operate under the new framework when it starts.
